Adobe's color resource featuring an intuitive color creation and sharing interface.
A new resource colorotate gives a literal "twist" to color picker design. Instead of 2D gradients or sliders, colorotate uses a 3D cone. Color is controlled by adjusting spectral values within the cone. It also has interesting ways of modifying the palettes you generate from the cone like viewing it from a blue-yellow deficiency vision.
Agave
A simple opensource utility to generate color schemes for the Gnome desktop. Packages are available for major Linux distros and freebsd. It has also been known to run in Windows but will need some work.
